History and Background
 
The idea for the project came about as a result of a desire within the co‑operative movement to improve information sharing and collaboration amongst fellow co‑operators on rural matters. There is a long history of co‑operative solutions meeting the needs of people living and working in rural areas. As a result of the Foot and Mouth Disease (FMD) crisis, the Department for Trade and Industry launched the Development Fund for Rural Renewal (DFRR) in England in 1999 as part of the Phoenix Fund.

The purpose of the Phoenix Fund is to encourage  entrepreneurship in disadvantaged areas and the DFRR aims to promote innovative business solutions in rural areas adversely affected by FMD. The fund is managed by the Small Business Service (SBS).

Co‑operativesUK put together a bid for DFRR funding with a partner in each of three regions particularly hard-hit by FMD, namely Cumbria, Devon and Northumberland, and also with the Plunkett Foundation, who provide the research and dissemination tools. The bid was successful and the project started activity in May 2002 with a budget of about £350,000. The project ended in March 2004.
